Since 1998, the Enforcing Underage Drinking Laws (EUDL) Program's training and technical assistance initiative has supported state and local efforts to prohibit the sale of alcoholic beverages to minors and the purchase and consumption of alcoholic beverages by minors, defined as persons under 21 years old. The successful applicant will provide training and technical assistance support to state and local EUDL programs and other entities, as directed by Congress or the Office of Justice Programs. This program is authorized by the Juvenile Justice and Delinquency Prevention Act of 2002, 42 U.S.C. 5665-5667 and the Department of Justice Appropriations Act, 2009, Pub. L. No. 111-8.

The Pacific Institute of Research and Evaluation (PIRE) will support the OJJDP Enforcing Underage Drinking Laws (EUDL) Program by providing increasingly effective training, technical assistance, and information sharing. The project will serve EUDL block grantees and Federal, State/Territory, and local agencies focusing on enforcement of underage drinking laws. Using experienced staff and consultants, PIRE will also serve parents, educators, criminal justice and health professionals, policymakers and youth, educating whole communities to better execute evidence-based enforcement and environmental strategies. A range of activities will include a 24-hour call center, a resource Web site, trainings for law enforcement, a National Conference and Leadership Institute, onsite strategic technical assistance, a webinar series, and four distance learning modules. PIRE will also distribute relevant research and programmatic best practices in print and electronic formats. PIRE uses a comprehensive database to document all GPRA-related training and technical assistance services provided and performs quarterly assessments of project impact toward building evidence-based practices and improved outcomes among EUDL grantees. In this way, PIRE supports EUDL objectives through quantitative and qualitative outcomes measurement, such as pre- and post-test knowledge gains for training and satisfaction surveys of technical assistance.
