OJJDP's Demonstration Programs Division Grants were established to provide grants, cooperative agreements, and other assistance to organizations identified in the Conference Report to accompany the Department of Justice Appropriations Act, 2010 (Pub. L. 111-117) -- H.R. Conf. Rep. No. 111-366.
The Enforcement of Underage Drinking Laws through Air Force and Community Coalitions
demonstration was recently expanded to two new Air Force bases (AFBs) and communities: F. E. Warren AFB near Cheyenne, Wyoming, and Whiteman AFB near Warrensburg and Knob
Noster, Missouri. The demonstration sites focus on changing the drinking behavior of underage Airmen by means of environmental strategies implemented by coalitions representative of the AFBs and the communities of which they are a part. The Airmen at F.E. Warren frequently go to Ft. Collins, Colorado, for recreation. Although it is in another state, Ft. Collins is only 45 miles, constituting a drive of less than one hour, from F.W. Warren. Ft. Collins has a larger population than Cheyenne or Laramie, significantly more liquor establishments, and more opportunities for recreation and for drinking. This grant would enable ICF International to conduct additional analyses as part of the ongoing EUDL Military Evaluation in order to better understand the drinking behavior in the community of Ft. Collins.

OJJDP has a specific mission to develop and disseminate knowledge about what works to prevent juvenile delinquency and violence and improve the effectiveness of the juvenile justice system. The Juvenile Justice and Delinquency Prevention Act of 1974, 42 U.S.C. § 5601 et seq authorizes the Administrator of OJJDP to conduct research or evaluations and undertake statistical analyses on a wide range of juvenile justice matters. OJJDP also provides funding to states and localities to carry out research, evaluation, and statistical analyses.
ICF Inc., L.L.C. will obtain pre-test and post-test data from the EUDL demonstration sites and conduct statistical data analysis comparing changes in problem drinking at demonstration sites vs. comparison sites vs. the overall Air Force. The evaluation will include focused alcohol survey on attitudes and behaviors annually of underage active duty members at the demonstration sites and comparison sites. ICF Inc., L.L.C. will conduct statistical data analysis comparing alcohol-related attitudes, norms, perceptions, behaviors and negative outcomes at demonstration sites vs. comparison sites. Utilizing administrative data, data will be gathered at pre-test and post-test on alcohol-related crimes at demonstration sites (e.g. minors in possession, DUI/DWI arrests, etc.) among Airmen and civilians. In addition, there will be biweekly or monthly data calls with grantees to provide technical assistance for data collection.
