Description of original award (Fiscal Year 2008, $335,381)

The Rights of Passage (ROP) Independent Living Program will provide a safe, stable living environment for homeless youth, allowing them to set and achieve goals geared towards becoming independent and self-reliant. ROP will serve a minimum of 70 youth over the three-year grant period. The program will serve a maximum of 28 youth at a time and the length of stay will not exceed 18 months. With Independent Living facilities located both in Montclair and Atlantic City, the program provides a variety of services, which are designed to improve decision-making and life skills. By removing youth from the street, giving them a long-term stable place to stay, and providing a comprehensive set of services, Rights of Passage reduces the risk factors leading to a dangerous lifestyle while increasing the chance that a youth will make a successful and safe transition to adulthood.
