The City of Buffalo Youth Services Division proposes a 'Pathways' violence reduction initiative targeted towards youth who reside or attend school in the zip codes 14211, 14214, and 14215. In 2006 and first half of 2007, 41% and 38% of juvenile arrests in Buffalo were made in these zip codes, respectively. The Pathways Initiative is a collaborative community network to provide prevention, intervention and case management utilizing all available community resources, including human service agencies and faith based organizations.
