Description of original award (Fiscal Year 2008, $89,435)

Nearly 25% of all juveniles detained in Juvenile Detention Centers in the State of New Jersey, are detained in the Essex County Juvenile Detention Center (JDC). This is incongruous given the fact that only 10% of all of New Jersey's residents live in the County of Essex. This program's goal is to reintegrate youthful offenders back into the community in order to reduce and/or eliminate the County Juvenile Detention Center's 65% recidivism rate. The target population for the initiative is those youths aged 12-17 who are housed in the JDC while awaiting trial or as a result of a court adjudication. Four key activities to address the successful evaluation of the program and reintegration of juveniles reentering the community and the elimination of their return to detention are:
1. Assessment and identification of the juvenile participants; 2. The Detention Youth Council; 3. Linkages with outside resources; 4. Creation of a detailed individualized Reentry-Discharge Plan. NCA/NCF
