Assessing ADM Disorder Among Juvenile Detainees

OJJDP FY 09 Demonstration Programs Division Grants was established to provide grants, cooperative agreements and other assistance to organizations designated by OJJDP, as authorized by the Juvenile Justice and Delinquency Prevention Act of 2002 (42 U.S.C. Sections 5601 et seq.) and statutes appropriating funds for juvenile justice programs.

Northwestern University requests funds to continue the ongoing study of alcohol, drug, and mental disorders (ADM) in juvenile detainees. The sample includes 1,829 delinquent youth 10 to 18 years old at their baseline interview, recruited between November 1995 and June 1998. The sample is stratified by race/ethnicity, age, gender, and legal status. This longitudinal study examines: (a)persistence and changes in ADM disorders, comorbidity, associated functional impairments, and related risk and protective factors; (b) if and when juveniles who need ADM services receive them after their cases reach disposition, and from which service sectors; and c)the development and antecedents of drug use, violence, and other risky behaviors. The study is re-interviewing the original sample, whether they are in the community or incarcerated. Caretakers of youth under 18 are also interviewed. The sample is large enough to allow the study of rarer disorders and important subgroups (e.g., females, Hispanics), and investigate how ADM disorders and risky behaviors develop over time. NCA/NCF

Northwestern University (NU) will continue the ongoing OJJDP-funded study of alcohol, drug, and mental disorders (ADM) in juvenile detainees. The NU sample includes 1829 delinquent youth, 10 to 18 years old at their baseline interview, recruited between November 1995 and June 1998. The sample is stratified by race/ethnicity, age, gender, and legal status. This longitudinal study examines: (a) ADM Service Needs. NU assess persistence and changes in ADM disorders, comorbidity, associated functional impairments, and related risk and protective factors; (b) Barriers, Pathways and Patterns of Service Use. NU assess if and when juveniles who need ADM services receive them after their cases reach disposition, and from which service sectors; (c) Pathways and Patterns of Risky Behaviors. NU assess the development and antecedents of drug use, violence, and other risky behaviors. NU is reinterviewing the original sample, whether they are in the community or incarcerated. NU also interviewed caretakers of youth under 18. The NU sample is large enough to allow us to study rarer disorders and important subgroups (e.g., females, Hispanics), and investigate how ADM disorders and risky behaviors develop over time.

The Northwestern Longitudinal Study of Alcohol, Drug, and Mental Disorders in Juvenile Detainees is the first large-scale longitudinal study of the alcohol, drug, and mental health needs and outcomes of delinquent youth. The researchers are studying 1829 randomly selected youth, 1172 males and 657 females. These youth were enrolled in the study as they entered the Cook County Juvenile Temporary Detention Center (which serves the metropolitan Chicago area) between 1995 and 1998. Since then, the researchers have re-interviewed participants as they age from adolescence to emerging adulthood and young adulthood. Participants are interviewed wherever they are living when their interviews are due, whether they reside in the community or in correctional facilities. The researchers also collect records and other information from 16 correctional and community service agencies. The study provides an unprecedented opportunity to examine the multiple pathways and outcomes of delinquent youth as they age into adulthood. The researchers will continue to track and reinterview study participants, to conduct analyses, and produce bulletins for widespread dissemination of findings with an emphasis on the implications for policy and practice across the juvenile justice community.
