Description of original award (Fiscal Year 2007, $1,500,000)

The Council of Juvenile Correctional Administrators (CJCA) launched the Performance Based Standards (PbS) for Youth Correction and Detention Facilities project in the mid-1990s, with OJJDP funding. The PbS project won the 2004 Innovations in American Government. Currently, 185 facilities in 28 states (impacting nearly 20,000 youth) participate in PbS. This new award will enable CJCA to implement the following program activities: (1) training for newly-appointed directors of juvenile correctional agencies; (2) an annual leadership conference for all juvenile correctional chief executive officers; (3) ongoing and improved implementation of PbS at facilities through cutting-edge technology, training, staff support and PbS certification process; and (4) successful transition of PbS operational costs from OJJDP funding to agency/site funded participation, to establish a self-sustaining program.
