Description of original award (Fiscal Year 2007, $1,200,000)

Victory Outreach Special Services will improve outcomes for approximately 240 adolescent Hispanic boys, in eight communities, who are vulnerable to delinquency because of multiple personal, family, and community risk factors. The eight project sites are Portland, Oregon; Phoenix, Arizona; and six locations in California -- Whittier, Stockton, Norwalk, Santa Rosa, San Bernardino, and La Puente. The project will promote positive growth and development through comprehensive and sequenced age and gender-appropriate services and supports from school, home, and the community. The program will offer academic tutoring and enrichment activities; one-on-one and small group mentoring; family education; group enrichment activities; community service activities; and initial career and vocational skill training. Performance measures will include the number and percent of participants who: (1) improve school attendance, (2) increase academic performance, (3) decrease substance use, (4) desist from criminal or violent behavior, or gang activity, (5) improve family relationships, and (6) fulfill all career and vocational skill building requirements.
