This project will evaluate the Zero to Three Court Teams for Maltreated Infants and Toddlers (Court Teams). The overall goal is to examine the components of this court reform as implemented in 4 local jurisdictions and investigate how the components work to facilitate systems change and ensure that the needs of the most vulnerable children in the child welfare caseload are met.
