The program is to maintain availability of Juvenile Drug Treatment Court intervention; promote use of best practice treatment; reduce the risk factor of substance abuse; and reduce recidivism risk. Maine's Juvenile Drug Court Policy and Procedures Manual describes the program as having four phases, and they are as follows: 1) The first phase is dedicated to assessment and planning; 2) The second phase is designed to build support and teach participants new skills; 3) The third phase is intended to strengthen skills and solidify supports; and 4) The fourth and final phase is a monitoring phase. Participants are eligible for graduation from the program upon successful completion of the requirements outlined in the final phase.
