Description of original award (Fiscal Year 2006, $1,180,140)

RTI International is submitting this proposal for continued funding of the Safe Schools/Healthy Students (SS/HS) Evaluation. This request involves re-obligating funds remaining from the original cooperative agreement (1999-SI-FX-K001) to the new cooperative agreement funded in FY2005 (2005-SI-FX-K002). There are two distinct sets of cross-site activities associated with the SS/HS Evaluation: (1) The national evaluation, covering the 97 sites funded during FY 1999, FY 2000, and FY 2001, is a comprehensive cross-site evaluation; and (2) evaluation consortia that provide SS/HS sites funded in FY 2002 (46 sites) and FY 2003 (23 sites) the opportunity to collaborate in the design and execution of smaller-scale cross-site evaluations. The requested funds transfer will cover the period from award through 9/30/2008 and will accommodate previously scheduled activities. Most of the funds and time covered under this request are for the Evaluation Consortia task that was initiated in 2002 approximately midway through the 1999 cooperative agreement, under which RTI supports consortia of local evaluators to study aspects of local implementation of SS/HS. In addition, remaining activities under the national evaluation task include finalizing reports, briefing Federal sponsors, and submitting a public use dataset and documentation. Some of the activities under both sets of tasks are also covered under the recent award (2005-SI-FX-K002) but those funds by themselves will not fully support the activities; the new funds were intended to be used in conjunction with the remaining funds under 1999-SI-FX-K001.
