Description of original award (Fiscal Year 2005, $591,986)

Children & Families First (CFF) is a not-for-profit social service organization that provides quality social, educational and mental health services throughout the State of Delaware in order to strengthen families and communities. CFF will work in collaboration with four school districts in New Castle County, as well as, the New Castle County Truancy Court to improve school attendance and reduce truancy rates over a three-year period. At least 192 middle school at-risk students will be identified by school personnel to participate in a school-based group. The groups will meet weekly for eight weeks and discuss common adolescent issues such as peer pressure, decision-making and school problems. The overall goal is to improve school attendance rates in New Castle County. Performance measures include: providing case management/counseling for 235 youth and their families; 2460 hours of case management/counseling; reduce by 15% the risks that contribute to truancy for 80% of families who actively participate in the Truancy Project and reduce truancy in 80% of youth who actively participate in the program. CFF has an extensive Continuous Quality Improvement System for the purpose of assessing and improving performance and assuring desired outcomes.
