Description of original award (Fiscal Year 2004, $420,528)

Monroe County Office of Probation and Community Corrections will establish a locally-based placement system for juvenile offenders in Monroe County, NY. The goal of the program is to reduce the county's juvenile recidivism rate. Rather than transferring juvenile offenders outside of Monroe County, they will be placed in a local, State-run residential center in an effort to improve continuity of services and to facilitate a link between juvenile offenders and resources within their local community. The program's strategy includes offering residential aftercare services within Monroe County combined with wraparound services throughout the juvenile's contact with the justice system including arts, academic, mentoring, mental health, substance abuse, and workforce development services. Monroe County will measure performance outputs such as participation rates, and performance measures such as participants' rate of educational attainment, employment, and recidivism.
