This program is designed to reduce child abuse and neglect by providing infant mental health services to foster care children and their families whose aim is reunification. The initial target population is biological families in Cook County, Illinois, actively involved in the return-home process with their children under the age of five.

It represents support for the first of a three-phase program. Phases two and three will address making the program a billable service through the Illinois Department of Children and Family Services. Based on the data and review, the goal is for the program to become state-funded, with fees for service.
