The City of Los Angeles' Community Law Enforcement and Recovery (CLEAR) Program aims to reduce gang crime in the Hollenbeck area by: 1) facilitating effective collaboration among criminal justice agencies and 2) engaging residents and the community in crime reduction efforts. The Hollenbeck Area, spanning approximately 15 square miles, has thirty-four identified gangs and more than 7,000 Los Angeles Police Department-documented gang members. The CLEAR Operational Team members (law enforcement personnel, prosecutors, and probation officers) develop six-month plans; ongoing contacts and strategy meetings (twice a month) to guide the team's program implementation. The Community Impact Teams engage the community in the recovery process, providing a specific focus on quality of life issues, such as graffiti, trash pick-up, and loitering juveniles outside liquor stores. The grantee will report on numbers of arrests, probation arrests and violations, established criminal justice collaborations and reduction in overall gang crime in the Hollenbeck site. The grantee will report their progress to OJJDP in their Categorical Assistance Progress Reports.NCA/NCF
