This system is being developed to facilitate effective communication concerning complex issues that communities are faced with when it comes to the distribution of resources that address delinquency, crime prevention, intervention, and suppression. This system is also being developed in order to support the early identification of issues and assist decision-makers with identifying grounded and rapid interventions/responses. This system will allow the users to locate resources and incidents of crime and delinquency and other social indicators, visualize the data, and perform complex location-based analysis that will lead to better decision-making.
The first phase of the OJJDP GIS-Based Issues Management System will be completed by September 8, 2006. At this time we will have archival data mapped at the National, State, Congressional District, County, and Place/Street levels. This data is coming from sources, including: US Census Bureau; Youth Risk Behavior Survey; Digest of Education Statistics; Statistical Briefing Book; KidsCount; the Helping America's Youth site; and the Office of Justice Program's Grants Management System
The overall development of the Socioeconomic Mapping and Resource Topography (SMART) system will be developed in two phases. In Phase I, two applications will be developed. The audience for the first interactive mapping application will be the public, law enforcement, researchers, and DOJ. The application will integrate maps at multiple geographical levels, from national, to state, county, and street level with different types of data, including, but not limited to population, socioeconomic/housing, crime, health, education, social programs, and risk factors, along with resource information about federally-funded programs to address delinquency.
