The FY 1998 Justice Appropriations Act, Public Law 105-119 authorized $2.4 million to OJJDP to stimulate the creation of "State and local law enforcement cyber units to investigate child sexual exploitation" by offenders using the Internet or online communications technology. OJJDP developed the ICAC Task Force Program to assist State and local law enforcement agencies to acquire the necessary knowledge, equipment, and personnel resources to prevent, interdict, or investigate ICAC offenses. Additionally, OJJDP has funded extensive training and technical assistance capacity to maintain law enforcement and prosecutorial response to computer facilitated crimes against children.

Using OJJDP funds, the American Prosecutors Research Institue (APRI). will develop and provide the ICAC Task Forces and the ICAC Investigative Satellites with training related to the prosecution of child sexual exploitation using computer technology. APRI will also provide the ICAC Task Forces and Satellites with on-site and telephonic technical assistance upon request to improve and enhance the prosecution of child online exploitation.
