Description of original award (Fiscal Year 2003, $745,125)

The purpose of the Living Independently- Fostering Empowerment (LIFE) program is to provide safe housing, job skills and employment, long-term mentoring, and life skills education to youth that are transitioning from out-of-home care to independent living. The program goal is to assist youth to reach maximum self-sufficiency and positive participation in the community, and to help them avoid re-entering residential mental health settings or the criminal justice system. The LIFE program will have three levels of supported independent living to assist youth. The first level will involve youth living with mentor foster families, the second level will be a highly supervised apartment-based setting, and the third level will be a transitional stage to full independence.
