Description of original award (Fiscal Year 2001, $94,452)

The Chaplin Youth Center is the fiscal agent for the Rappahannock Region Juvenile Justice Coalition. The coalition serves four jurisdictions with a total population of 285,000 and consists of urban, suburban and rural neighborhoods. The two main goals of the coalition are to: 1) reduce substance abuse among youth and over time among adults by addressing the factors in a community that serve to increase the risk of substance abuse and the factors that serve to minimize the risk of substance abuse; and
2) strengthen the collaboration among communities, governments, and private non-profit agencies to support community coalition efforts to prevent and to reduce substance abuse.

To achieve these goals, the coalition will implement the following strategies:
1) provide a structured substance abuse reduction program for at-risk students;
2) assist in the implementation of informational substance abuse prevention brochures to be provided to school staff, parents, and students;
3) provide PASS Students with a daily educational program that will include social skills groups, substance abuse education classes, and community service projects;
4) provide students in the ACE Program with weekly classes that will include substance abuse education classes, a school based learning component, and a paid or volunteer work experience; and
5) sponsor a workshop pertaining to substance abuse and/or juvenile delinquency issues which would include all coalition members, as well as other human service agencies in the community. CA/NCF
