Description of original award (Fiscal Year 2001, $99,988)
The Clinton Substance Abuse Council coalition serves Clinton County, a primarily rural area with a population of approximately 50,000 located in east central Iowa. Since its inception, the group has recorded a number of significant accomplishments. Following the implementation of the coalition's programs, youth and families targeted by the Clinton Substance Abuse Council have demonstrated notable improvements in behavior, parental involvement with the school system, and social connectedness.
To achieve the two goals of reducing substance abuse among youth and of strengthening collaboration among community organizations and units of government, the Clinton Substance Abuse Council coalition will implement the following strategies:
1) utilize the Universal FAST (Families And Schools Together) program for families with children in kindergarten and second grade;
2) employ the Communities That Care (CTC) Summer Adventure Zone which provides a safe, structured, and fun learning environment for elementary school-aged children during the summer;
3) provide a forum for service providers to meet and to discuss community issues and concerns, as well as to plan and to improve upon programmatic solutions; and
4) implement the Community-Based Data Collection and Analysis System that will offer process and outcome evaluations for all participating human services providers.
