Description of original award (Fiscal Year 2001, $496,036)

The Guam Judicial Branch will use grant funds to implement a drug court for nonviolent, substance abusing male and female juvenile offenders. The drug court will serve sixty clients per year and at least one family member per client in a 12-month post-adjudicatory program over a two year period. Program services will include early, continuous and intensive judicially supervised treatment, mandatory drug testing, graduated sanctions, incentives, and other rehabilitative services such as education, mental health, housing, and employment. Guam Juvenile Drug Court will increase school attendance, reduce drug use, enhance family relationships, and reduce recidivism rates of program participants. The drug court will implement a management information system for operational and evaluation purposes. An independent evaluator will conduct a process and outcome evaluation of the program.
