Description of original award (Fiscal Year 2000, $99,998)

The Middle Peninsula-Northern Neck Community Services Board is the fiscal agent for the Rural Virginia United Coalition (RVUC). The RVUC is a regional umbrella coalition that is comprised of ten prevention coalitions. As the umbrella coalition, RVUC performs a strong mentoring function in its collaborative partnership. Its relationship with the local coalitions is maintained and it is active in 10 of the surrounding communities. The communities served by this project have a total population of over 130,000 and a total school age youth population of 19,000.
To achieve the two goals of reducing substance abuse among youth and of strengthening community anti-drug coalitions, the RVUC will implement the following strategies:
1) provide mini-grants to fund community research-based programs;
2) provide training to community members to implement research-based prevention programming;
3) provide grant-writing training to strengthen coalitions capacity to obtain other sources of prevention funding;
4) provide training to coalition members to develop community-based prevention plans, implement needs assessments, and conduct program evaluation; and
5) continue to implement the Virginia Adolescent Resiliency Assessment Survey (VARA) for local communities to have current needs assessment data.
