FY 2004 Continuation Drug-Free Communities Support Program

Empowerment Zone Coalition serves the City of Detroit, which has a population of approximately 951,270. To achieve the two goals of reducing substance abuse among youth and of strengthening community anti-drug coalitions, this coalition will implement the following strategies:
1) facilitate ongoing recruitment and training of youth in approaches to substance abuse prevention;
2) involve youth in planning and implemention of program activities, and in serving as advisors to adult coalition members regarding youth substance abuse issues and the types of prevention activities that will attract their peers;
3) use three models for program planning and implementation (the PRECEDE Health Planning Model to crystallize variables that contribute to drug abuse in the empowerment zone, the resiliency model to identify positive values critical for community inoculation, and a logic model to produce a comprehensive program);
4) sponsor an annual Substance Abuse Summit for regional and state substance abuse prevention facilitators; and
5) involve the community, to include business, community leaders, and especially youth, in the development of a comprehensive, positive substance abuse prevention public service media campaign. ca/ncf
