Description of original award (Fiscal Year 2000, $100,000)

The Heritage Behavioral Health Center is the fiscal agent for the Decatur Community Partnership. This coalition serves the city of Decatur, Illinois, an urban community in Macon County with a population of 88,800. The goals of the coalition are to: 1) reduce substance abuse among youth and, over time, among adults by addressing the factors in the community that serve to increase the risk of substance abuse and the factors that serve to minimize the risk of substance abuse; and 2) strengthen the collaboration among communities, governments, and private non-profit agencies to support community coalition efforts to prevent and to reduce substance abuse. To achieve these goals, the coalition will implement the following strategies:
1) support the New Visions alternative program which offers in-school and after-school services to at-risk youth on the verge of suspension or who have already been suspended;
2) expand the current drug prevention strategic planning efforts;
3) increase citizen and multi-sector membership and collaboration; and
4) provide substance abuse prevention awareness, education, and training opportunities for at-risk youth and their parents including Botvin's Life Skills Training a ten-week curriculum which addresses decision making; alcohol, tobacco, and other drug use; conflict resolution; and skill building.
