Siouxland CARES (Community-wide Awareness, Resources, Education and Support) About Substance Abuse, Inc. is a community coalition whose mission is to improve the quality of life in Siouxland by eliminating the abuse of alcohol and other drugs and related violence. The Siouxland community (population 136,714) consists of Sioux City, Iowa (Woodbury County), South Sioux City, Nebraska (Dakota County); and North Sioux City, SD (Union County). The first goal of the coalition is to reduce substance abuse among youth and, over time, among adults by addressing the factors in the Siouxland community that increase the risk of substance abuse and by enhancing the factors that reduce that risk. The second goal is to establish and strengthen community collaboration and to support local coalition efforts to prevent and reduce substance abuse among youth.

Siouxland CARES will accomplish the above goals by employing the following effective substance abuse prevention strategies:
1) evaluate current efforts in the community and conduct an annual youth survey;
2) coordinate ongoing awareness and media campaigns;
3) provide staff support for positive youth development programs including youth leadership, skill building, a Teen Court diversion program, educational and mentoring programs;
4) coordinate meetings and educational opportunities to discuss issues/problems in the community;
5) identify gaps in services and recommend appropriate programs; and
6) recruit and strengthen the community coalition through membership development.
