Description of original award (Fiscal Year 2000, $100,000)

The Clinton County Board Of Education is the fiscal agent for the Youth Empowerment Services, YES Coalition. The coalition serves the counties of Albany and Clinton, a rural area with a population of approximately 9,634. The goals of the coalition are to: 1) reduce substance abuse among youth and, over time, among adults by addressing the factors in a community that serve to minimize the risk of substance abuse; and 2) strengthen the collaboration among communities, governments, and private non-profit agencies to support community coalition efforts to prevent and to reduce substance abuse. To achieve those goals, the coalition will implement the following strategies:
1) provide anti-drug assembly programs in the schools focusing on families.
2) develop research-based prevention programming such as "Guiding Good Choices," for parents and adults;
3) increase the perception of harmful effects of alcohol, tobacco, and other drugs;
4) support middle and high school peer prevention programming;
5) develop and implement an intensive anti-drug media campaign;
6) increase student and parent participation in positive, drug-free extracurricular activities;
7) support alternative activities;
8) provide awareness, education, and training of assets;
9) support clerk/server training and compliance checks; and
10) recruit and strengthen the community coalition. CA/NCF
