Description of original award (Fiscal Year 2000, $100,000)

The First State Community Action Agency is the fiscal agent for the Delaware Prevention Coalition's Southern Partnerships Coalition. The coalition targets the high-risk communities within the counties of Kent and Sussex, and serves a population of approximately 283,335. The goals of the coalition are to: 1) reduce substance abuse among youth and, over time, among adults by addressing the factors in a community that serve to minimize the risk of substance abuse; and 2) strengthen the collaboration among communities, governments, and private non-profit agencies to support community coalition efforts to prevent and reduce substance abuse. To achieve those goals, the coalition will implement the following strategies:
1) increase the perception of harmful effects of alcohol, tobacco, and other drugs through targeted outreach efforts;
2) increase the level of family cohesion and adaptability among participants in coalition activities;
3) increase youth protection factors through continuation of Families and Students Together (FAST), a science-based prevention program.
4) provide awareness, education, and training of assets;
5) increase academic performance among FAST program participants;
6) support clerk/server training and compliance checks;
7) and recruit and strengthen community coalition. CA/NCF
