RTI International is submitting this proposal for continued funding of the Evaluation Consortia activities of the Safe Schools/Healthy Students (SS/HS) Initiative. The SS/HS Evaluation Consortia process provides an opportunity for local evaluators from SS/HS sites funded in FY 2002 (46 sites) and FY 2003 (23 sites) to participate voluntarily in collaborative cross-site
evaluation projects. An evaluation consortium is defined as two or more local evaluators collaborating on a specific cross-site evaluation related to SS/HS that receives financial and technical support from RTI and the Federal sponsors. Groups of eligible local evaluators apply for funding
to support rigorous evaluation research. The Evaluation Consortia opportunity complements
existing independent local evaluations at each site and the large-scale cross-site National Evaluation also being conducted by RTI under the current cooperative agreement.
Three evaluation consortia were funded from the FY 2002 sites; the FY 2003 sites are now
developing ideas to propose for funding; FY 2004 sites will be selected later in the current fiscal year and may be invited to participate in Evaluation Consortia activities. The proposed continuation funding will allow RTI to provide facilitation, coordination, technical assistance, pass-through Federal financial support, and oversight to the evaluation consortia.NCA/NCF

This is a continuation application that describes the work to be accomplished during Year 5 of the national evaluation of the Safe Schools/Healthy Students Initiative (SS/HS). The national evaluation includes two major components: a cross-site evaluation that focuses on the 97 sites funded in FY 1999, FY 2000, and FY 2001; and evaluation consortia which are comprised of a group of sites that received SS/HS funds during FY 2002 to accomplish specific, self-defined evaluation goals relevant to the SS/HS Initiative.
The major components of the cross-site evaluation are (1) a process evaluation, including case studies in the sentinel sites; (2) an outcome evaluation, including collection and analysis of thirteen key stakeholder surveys administered at three time points and archival data to provide community and school contextual information; and (3) an economic analysis. Major activities for Year 5 include completing data collection; analyzing the data; and preparing products for dissemination to practitioners, researchers, and policymakers.
