FY 2003 OJJDP DISCRETIONARY CONTINUATION PROGRAMS - DEMONSTRATION

Project PACT (Partnering to Assess and Counteract Truancy) is to cooperatively expand and strengthen state-level and school-based efforts to help meet the school attendance needs of students and their families in the Waianae community. This early intervention and prevention effort will build on the Primary School Adjustment Program (PSAP) that is currently infused at each school. This research-based program is a preventive mental health project designed to supplement the educational experience and personal development of young children in grades kindergarten through the third grade who have been identified as having behavioral, social, and emotional adjustment problems. The program provides attention guidance, instruction and utilizes developmentally appropriate strategies for students who need additional support to become effective learners. The program's key components include the following: early identification; team modeling at the school level; written, individualized plans with intervention goals, objectives, and activities; warm and caring paraprofessionals who interact with the students, and parent-family involvement.
The project is in its fifth year of funding with OJJDP implementing the early intervention/prevention program focusing on elementary students and their families at two schools, Kamaile and Maili. The underlying theme was/is to address family needs and factors contributing to the students' absenteeism. Because kindergarten is not mandatory, students in first grade at each school served as the target population pool (initial years) for the program.
