The River Coalition serves Penobscot County, ME, a rural community with a population of approximately 15,121. The coalition has comprehensively assessed the community for risk and protective factors and developed a strategic prevention plan to address their priority risk factors: youth alienation and rebelliousness, family management problems, and family conflict. The Champions for a More Caring Community is a comprehensive prevention plan that utilizes research-based prevention strategies to increase individual, peer, family, school, and community protective factors.
To achieve the two goals of reducing substance abuse among youth and strengthening community antidrug coalitions, this coalition will implement the following strategies: 1) continuing afterschool programs that empower schools to strengthen connections with youth and provide alternative youth activities; 2) providing mentoring programs that increase the bonding of youth with adults who practice healthy behaviors; 3) providing conflict resolution programs that empower youth and adults in their lives to find solutions to peer and family conflict and violence; 4) continuing to mobilize the community through the media and other awareness activities about building resiliency through fostering protective factors for youth and children; and 5) establishing and supporting ongoing community recognition programs that celebrate the accomplishments of children and youth.
