Description of original award (Fiscal Year 1999, $74,980)

City of Longview is the fiscal agent for Highland Problem Solving Partnership (PSP). The coalition serves Highland, a low-income neighborhood of 4,509 residents in Longview, Washington. In its most recent grant year, the coalition continued to implement its program goals and objectives by supporting the Social Norms Campaign (friends who use), Strengthening Families curriculum (family conflict), 21st Century Community Learning Centers, the Monticello Middle School Summer Program (low commitment to school), the DARE Fair, and community picnics; and establishing the Highland Activities and Beautification Committee (low neighborhood attachment). To achieve the two goals of reducing substance abuse among youth and strengthening community antidrug coalitions, this coalition will implement the following strategies: 1) increasing the participation of Highland residents from 50 to 70; 2) increasing recruitment activities in and for the Highland community to build and solidify active membership in PSP and Domain Task Groups; 3) having recent graduates from the Lower Columbia Leadership Academy who were sponsored by the Highland Drug-Free Communities Project and who live or work in the Highland community take active leadership roles in PSP, Domain Task Groups, and other Highland projects; 4) training members of PSP, Domain Task Groups, and the Highland Activities and Beautification Committee (HABC) in group leadership and facilitation skills to help clarify member responsibilities for coordinating with PSP activities and goals; 5) increasing active membership of Highland residents in PSP, Domain Task Groups, and HABC; 6) completing and implementing the sustainability plan for PSP and the Highland Drug-Free Communities Project; and 7) enhancing day-to-day program operations by implementing a marketing plan and revising data collection protocols.
