Description of original award (Fiscal Year 1998, $1,250,000)

Since 1995, the Office of Juvenile Justice and Delinquency Prevention (OJJDP) has supported the design, development and refinement of the Performance-based Standards (PbS) Program. Under a cooperative agreement with OJJDP, the Council of Juvenile Correctional Administrators (CJCA) has developed a set of national performance standards and outcomes that measure critical indicators of facility conditions such as injuries, use of isolation and restraints, suicidal behavior and mental health screening. PbS provides facilities with 30 standards and 106 outcomes measuring educational achievement, mental health services and reintegration planning. In October 2002, 131 juvenile correction and detention facilities participated in the Performance-based Standards (PbS) project, measuring and improving the conditions of confinement affecting an estimated 11, 475 youths.

In 2003 CJCA proposes to complete the development of PbS and launch a self-sustaining improvement model by: implementing a data quality certification process to assess compliance with PbS data reporting and definition requirements; finalize the PbS web portal; and establish the PbS Learning Institute. The Learning Institute will develop the PbS Levels System to certify and recognize sites' level of implementation, conduct annual reviews of PbS, build on PbS experience to provide training and technical assistance, and ensure that PbS can continue beyond federal funding. In addition,CJCA will develop standards for community programs for a standards continuum for juvenile justice facilities.
