PROJECT SUMMARY FOR 98-AH-F8-K003
The Police Executive Research Forum (PERF) process a two-pronged approach that addresses youth and their possession/consumption of alcohol and the violations committed by retail vendors. This proposal will help law enforcement executives provide an avenue to search for a meaningful partnership and ways to build support. Such initiatives will not succeed if police assume sole resposibility for developing and implementing enforcement programs.
Each participating community will be encouraged to adopt strategies that include: assistance in developing comprehensive programs; licensing and permit sanctions; criminal and non-criminal sanctions; and problem-oriented approaches to community alcohol enforcement. Project goals will be met by providing police executives training and technical assistance by presenting the following issues: (1) Why and how police chiefs lead their departments in successful youth alcohol enforcement (2) Why other chiefs do not assume a leadership role but might if various obstacles could be overcome.
In accomplishing its goals, PERF presents the following objectives: case studies; videotape of the Leadership Roundtable; and Police Executive's Model Program Guide Resource/Reference Documents for Police Chiefs and Patrol Officers.
