Safe Kids/Safe Streets is a research-based demonstration program that seeks to reduce juvenile delinquency by helping break the cycle of child and adolescent abuse and neglect. This demonstration program encourages five funded localities to restructure and strengthen the criminal and juvenile justice systems to be more comprehensive and proactive in helping children and adolescents and their families who have been or are at risk of being abused and neglected. The program seeks to answer the question of whether a combination of systems reform, training, prevention education, data management and continuum of services strategies can measurably improve child safety and well being. This demonstration project is based on the Cycle of Violence research (conducted by Cathy Spatz Widom with funding from NIJ) that shows the association between early abuse and/or neglect as a child and later delinquency and criminality.

The Huntsville project, One by One: A Safe Kids/Safe Streets Initiative of Madison County, Alabama, has served as the catalyst within its community to facilitate system change, restructuring and strengthening the system by improving training, communication, information sharing and coordination among community organizations, court system, investigative system, school system, prosecution and service delivery agencies that work to prevent and respond to child abuse and neglect in Madison County.

This award will allow the recipient a transitional year after full implementation to bring a concerted focus on system reform and sustainability. One by One will continue to nurture and support the Madison County Coordinating Council for Families and Children (MC3) as it becomes a self-supporting, stand-alone organization. The recipient will also support and guide toward sustainability The Circle Project, LEADERSHIP Social Services, Diversity Schoolhouse, and Stretching Dollars. Finally, One by One will work to advance fiscal reform in its community, and institutionalize the many reforms facilitated since 1997 to ensure continuation of gains after the Federal funding ceases.
