The program seeks to encourage the community to enhance existing partnerships to address the needs of at-risk children of all ages, including delinquent youth. These partnerships must include public and private agencies; community-based organizations, such as religious, civic, and business groups; community residents; and youth. The program also places a strong premium on linkage to other ongoing Federal, State and Local efforts concerned with youth development, economic development and public safety.
