The National Criminal Justice Training Center (NCJTC) of Fox Valley Technical College will maintain and enhance the Internet Crimes Against Children Child On-line Protection System (ICACCOPS), including expansion of Project VIC-US (PV-U.S.). The enhancements to ICACCOPS and related tools will increase the capacity and effectiveness of investigators, forensic examiners and prosecutors combatting child sexual abuse material (CSAM) and online child sexual exploitation including child sex trafficking on both the open and dark web. PV-U.S., hosted on ICACCOPS, is an innovative program that promotes a victim-focused methodology to reduce the backlog of digital forensic analysis in CSAM cases. NCJTC will continue to maintain and advance the ICACCOPS system by; 1) supporting ICACCOPS users, 2) maintaining, strengthening and enhancing the ICACCOPS infrastructure and website, 3) expanding the PV-U.S. initiative, and 4) maintaining and enhancing investigate and forensic tools using the ICACCOPS framework. When completed, these tools and services will act as a force multiplier with the potential to increase both investigative capacity and potentially more than double the forensic capacity of law enforcement to evaluate image and video files and at the same time reduce the vicarious trauma experienced by examiners.
