PREA Demonstration Program: Implementing the Juvenile Facility Standards

The Guam Department of Youth Affairs proposes to implement the OJJDP FY2024 Prison Rape Elimination Act (PREA) Demonstration Program: Implementing the Juvenile Facility Standards to prevent, identify and respond to sexual abuse and sexual harassment and support compliance with the PREA Standards.  The core objectives of this program is: 1) to increase supervision of residents, diminish Officer fatigue, incorporate more training, and promote the integration of PREA standards into the day-to-day operations in Guam’s only juvenile correctional and status offender residential facility; 2) by hiring of a Program Coordinator who will address DYA’s need for recruiting staff dedicated to addressing and implementing the PREA Standards.; and 3) the hiring of Youth Service Worker Assistants to provide direct supervision, monitoring and transport support that maintain ratios with DYA’s daily programming activities.
