The County of Solano proposes to develop a community-based continuum of prevention and intervention services to help high-need communities of Vallejo and Fairfield prevent youth from entering the juvenile justice system, support youth who have come in contact with the juvenile justice system, and prevent deeper involvement with the justice system so that youth can be served in their communities – at home, with their family, in school, and with friends. This support system is critical for youth success. The project consists of seven core activities to support project goals and objectives, including the establishment of a Community Continuum Planning Council (PC) consisting of a majority of members who are system-impacted youth and families with lived experience.

Goal/Expected Outcome: Increase sustained youth and family engagement in planning, implementation, and decision-making concerning Solano County’s continuum of care. This will
result in a higher quality of services, with more services reaching the communities of Vallejo and Fairfield, and ultimately reduce youth justice involvement and incarceration.

Culturally Specific Subrecipients: East Bay Community Foundation: Nonprofit that reduces racial and ethnic disparities in the juvenile justice system, partners with donors, social movements, and the community to eliminate structural barriers, advance racial equity, and transform political, social, and economic outcomes. Seventy-five percent of the program budget will go toward this organization to carry out planning efforts.
