Description of original award (Fiscal Year 2023, $98,418)

The Department of Youth Affairs (DYA) proposes to continue the utilization of Program Areas such as Juvenile Justice System Improvements, Compliance Monitoring, Planning and Administration, and Afterschool/Delinquency Prevention to continue to address juvenile delinquency and improve the juvenile justice system. Compliance Monitoring activities will sustain and ensure Guam’s continued position of full compliance with the core requirements. In addition, DYA will focus on professional training of the Compliance Monitor through OJJDP offered events/trainings. After-School Programs through the department’s three community-based Resource Centers will support youth programs such as after-school activities to redirect at-risk youth. In Racial and Ethnic Disparity (RED), DYA will continue to develop and implement activities to reduce RED and improve systems effectiveness. Juvenile Justice System Improvement will assist with compliance issues and continued training and education of the JJDP Act with law enforcement entities, continuing work with the Judiciary on Violations of Court Orders to strengthen policy on specific past violations while identifying alternatives to incarceration and improve data collection through a systemized process. Planning and Administration will assist to administer the grant’s programs and activities; and State Advisory Group activities will continue to support Guam’s compliance of the core requirements, address juvenile delinquency and improve the juvenile justice system. DYA will measure progress through admissions and recidivism rates, surveys, statistical and other reports and manage and monitor all activities and accomplishments as proposed in the program purpose areas. This is the third year of the 3-year state plan.
