The Pennsylvania Commission on Crime and Delinquency (PCCD) utilizes the Title II Formula grant funds to support priorities identified in their State Advisory Group’s (SAG) Plan to the Governor. PCCD is required under 71 P.S. §1190.23 to “prepare and, at least every two years, update a comprehensive juvenile justice plan on behalf of the Commonwealth based on an analysis of the Commonwealth’s needs and problems, including juvenile delinquency prevention.” The Juvenile Justice and Delinquency Prevention Committee, Pennsylvania’s SAG, is responsible for developing this Plan. The Title II 3-Year Plan is the basis of and adheres to the SAG-identified priorities.

Pennsylvania's identified priorities/goals:
Ensure compliance with the core requirements within the federal Juvenile Justice and Delinquency Prevention (JJDP) Act; Build upon our foundation for a comprehensive delinquency and violence prevention strategy by working with state partners, schools, and service providers to better address the needs of Pennsylvania’s youth and families; Implement and maintain Pennsylvania’s highly regarded Juvenile Justice System Enhancement Strategy; Address key legislative and policy matters of critical importance to the achievement of these goals; Support the needs of juveniles between the ages of 10 and 17, focusing on System Enhancement, Evidence-based Programs and Practices, Delinquency Prevention and Intervention, Identifying/Reducing Racial and Ethnic Disparities (R/ED), and Aftercare/Reentry; and support policies and programs that serve all system-involved adolescents regardless of race, ethnicity, gender or gender identification with services that address prevention, treatment, and reentry needs.

Pennsylvania’s Formula grant funds support projects related to Compliance Monitoring (R/ED and secure holding procedures), Prevention, Diversion, System Improvement, and Aftercare. PCCD supports activities dedicated to monitoring compliance with the core protections of the JJDP Act, supports programs for local R/ED assessment efforts to reduce racial and ethnic disparities, and prevent formal system involvement.

The Formula Grant Funds support one full-time position directly focused on the Compliance Monitoring requirements of the JJDP Act – through a non-competitive sub-grant. Other funds are awarded through competitive RFPs specific to each of the initiatives identified above. As required, successful applicants report process and intermediate outcome data through the Egrants System – PCCD’s electronic grant management system. Reports are required on a quarterly basis and each report is reviewed to ensure that the data is consistent with the goals outlined in each applicant’s sub-grant award. Funding is not utilized to conduct research.
