FY23 Title II-Missouri

The Missouri Department of Public Safety (DPS) in conjunction with the Missouri Juvenile Justice Advisory Group (JJAG) plans to utilize FFY 2023 Title II Formula Grant funding to support of Compliance Monitoring, addressing Racial and Ethnic Disparities, Gender Specific Services, Comprehensive Juvenile Justice and Delinquency Prevention, Community-based alternatives and Mental Health Services. Missouri’s Three-Year plan remains focused on: Monitoring for Compliance. PA (W): ensuring continued compliance with the JJDP Act; Racial and Ethnic Disparities: ensuring Missouri youth are treated fairly by increasing knowledge of R/ED by law enforcement, juvenile offices, court personnel, school administrators, and communities; Gender Specific Services. PA (V): focusing on enhancement and expansion of services for girls in the Missouri’s juvenile justice system that align with Program Area (V); Delinquency Prevention Programs. PA (C): focus on meeting the needs of youth through collaboration of multiple local systems before which a youth may appear, including schools, courts, law enforcement agencies, child protection agencies, mental health agencies, welfare services, health care agencies, and private nonprofit agencies offering youth services; Community-based Alternatives. PA (A): remaining committed to funding community-based alternatives to incarceration and institutionalization and maintaining, with fidelity, the Juvenile Detention Alternatives Initiative model; Addressing Mental Health Needs of Youth in Custody. PA (T): addressing a need (and opportunity) to offer services that benefit youth and ensure Title II funds are equitably distributed across both rural and urban areas; Planning and Administration; and State Advisory Group Allocation. Program funds will serve Missouri youth under the age of majority as described above. If a youth is a ward of a juvenile/family court at the time of his/her age of majority, he/she will continue to receive services until released from the court’s jurisdiction or until the age of 21, whichever occurs first. Subrecipients report performance data quarterly along with annual reports. All subrecipients are managed on a reimbursement basis only.
