The Minnesota Juvenile Justice Advisory Committee (JJAC) is a supervisory board appointed by the Minnesota Governor to oversee juvenile justice practice within Minnesota. It is housed in the Office of Justice Programs (OJP) within the Minnesota Department of Public Safety (DPS). Minnesota Department of Public Safety – Office of Justice Programs, in coordination with the Minnesota Juvenile Justice Advisory Committee, serves as the agency designated to prepare and administer this plan. JJAC's plans for the Formula Grants Program for FFY 2023 include allocations to Planning and Administration (PA 28), State Advisory Group Allocation (PA 32), Compliance Monitoring (PA 19), Native American Programs (PA 24), Juvenile Justice System Improvement (PA 27), Disproportionate Minority Contact (PA 21) and Deinstitutionalization of Status Offenders (PA 20) and Delinquency Prevention (PA 1, 5, 6, 17, 22 and 23). JJAC meets twelve times per year at various locations around the state to ensure it has access to local communities and their issues. JJAC serves youth, ages 10-18, who are currently involved, or at-risk for involvement, in Minnesota’s juvenile justice system. JJAC will continue to fund only prevention and intervention programs that meet best practices and will maintain ongoing review of program progress. Collaborations with other juvenile justice community and interest groups underscore JJAC’s premise to have informed and necessary capacity to accurately gauge juvenile justice in Minnesota. JJAC will continue efforts to accurately report on the four core requirements via data improvement and education to juvenile justice agencies which have responsibility for juveniles. The Memorandum of Understanding with the Minnesota Department of Corrections is an ongoing and effective partnership guaranteeing Minnesota’s compliance effort as a model of collaboration. The Policy and Partnerships subcommittee will focus on and report progress on short term and intermediate outcomes stated in our Three Year Plan. JJAC will continue its work at the Minnesota legislature by educating lawmakers on the need for clarifying the JJDPA’s protections for Minnesota's juveniles. These protections must be constantly taken into account as the legislature balances needs with accountability sanctions.
