Description of original award (Fiscal Year 2023, $877,171)

Pursuant to Executive Order 01.01.2022.06, the State Advisory Group and the Governor’s Office of Crime Prevention, Youth, and Victim Services are charged with implementing a three-year plan (“Plan”) for the State of Maryland. The focus of the Maryland State Advisory Group’s - Three-Year Plan; January 1, 2021 – December 31, 2023 was and continues to be implementing programs which are developmentally appropriate, enhancing the use of trauma-informed approaches, and raising awareness about the effects of Adverse Childhood Experiences and childhood trauma as well as Racial and Ethnic Disparities. During year 3 of 3, the plan maintains a committed focus to supporting initiatives and strategies that support the hallmarks of the Developmental Approach to Juvenile Justice Reform, which are: Accountability Without Criminalization; Alternatives to Justice System Involvement; Individualized Response Based on Assessment of Needs and Risks; Confinement Only When Necessary for Public Safety; A Genuine Commitment to Fairness;
Sensitivity to Disparate Treatment, and; Family Engagement. The hallmarks of the Developmental Approach will be supported by a continued focus on creating a continuum of care to meet the diverse needs of the youth served by Maryland’s juvenile justice system; a continued collaboration with other State child-serving and public safety agencies; a focus on trauma-informed practices; and an effort to bring innovative programming and strategies to serve youth safely in the community.
