The Judiciary of Guam’s fiscal year 2023 Guam Family Recovery Program (GFRP) will be implemented in collaboration with the state agency for mental health and substance use treatment—Guam Behavioral Health and Wellness Center (GBHWC) and the Department of Public Health and Social Services Child Protective Services (CPS). The grant funds will be used to carry out administrative tasks that support the GFRP. The program will treat parents in the child welfare system who are affected by substance use disorder and who are referred to GBHWC for clinical assessment and intervention. The target population is parents involved with Guam’s child welfare system who have a person in need of service dependency case filed against them for child abuse and/or neglect. Fifteen unduplicated parents will be served annually over the three-year project period. GFRP will incorporate the eight key components of a family treatment court. The goal is to strengthen and reunite families by providing collaborative, culturally respectful, family-centered services and treatment through increased judicial oversight.
