Description of original award (Fiscal Year 2022, $20,506)

The Division of Child and Family Services (DCFS) operates three juvenile correctional facilities and Youth Parole and is considered the “deep end” of Nevada’s Juvenile Justice System.  DCFS currently has a statewide PREA Coordinator and an identified PREA Compliance Manager at each facility.  This request for funds will be allocated to data gathering enhancements. 

DCFS’s utilized Tyler Technologies’ Enterprise Supervision as their data management/case management system.  This data management system was originally built for adult jails and was modified to use within juvenile facilities in about 2016/2017.  DCFS began using the system in Fall of 2018. This data management system was functional, but not configured for specific juvenile programs and functions, including the Prison Rape Elimination Act (PREA). Nor, was DCFS allocated funds to upgrade the system to gather and/or document PREA related activities. In 2018, DCFS’ PREA Coordinator obtained a federal grant to add the states’ PREA Risk Assessment to Enterprise Supervision and in 2019, obtained another federal grant to add 1) an Unannounced Rounds Screen, and 2) a Staffing Deviation Screen.  These additions have been extremely beneficial to facility staff, the PREA Coordinator, and the PREA Auditor. 

DCFS would like to resume the upgrades needed to Enterprise Supervision to continue to gather and/or document PREA related activities. There are two items that are next on the list are 1) a place to document housing determinations within facilities for youth who identify as LGBTQI, and 2)  create a report that includes PREA related admission tasks such as a) the completion date and time of the PREA Risk Assessment, b) the date and time of initial PREA Education, and 3) the date and time of the 10-day PREA Education follow-up).  These additions, much like the previous additions, will assist the facility staff, the PREA Coordinator, and the PREA Auditor during required PREA Facility Audits.  It is an onerous task for all involved to gather, upload into the Federal PREA Audit Tool, and review documentation needed to address roughly 50 PREA Standards.   Therefore, DCFS intends to utilize the PREA Reallocation Funds for data collection activities.
