Alaska FY21 Title II Grant

Project Abstract

The State of Alaska’s Division of Juvenile Justice (DJJ) is the division within the Department of Health and Social Services that is responsible for all probation, detention, and institutional treatment services for delinquent youth in Alaska. DJJ is the state planning agency that is responsible for administration of grants from the Office of Juvenile Justice and Delinquency Prevention. This project will serve Alaska’s statewide juvenile population, ages 10-18 years old, which is approximately 12.5% of the State of Alaska’s total population[1].)

The priority goals for Alaska’s Title II Formula Grant are:

Maintain compliance with the four core mandates of the Juvenile Justice and Delinquency Prevention Act (JJDP Act) of 2018:

The Deinstitutionalization of Status Offenders (DSO);
Racial & Ethnic Disparities (RED) Reduction Planning;
Removal from Jails & Lockups; and
Sight & Sound Separation.

Compliance monitoring activities have been bolstered to ensure for interest of justice policies within the DJJ, and partner agencies within the Department of Corrections, Department of Public Safety, and the State of Alaska’s Court System.
Promote safe and responsible individuals, families and communities by increasing the number of juveniles who remain crime free.
Reduce overall youth recidivism rates, specifically targeting recidivism rates for Alaska Native youth.
Enhance Alaska’s juvenile justice system through coordinated system improvement efforts.

Implementation activities for this project will fall under the Office of Juvenile Justice and Delinquency Prevention Program Areas:

Planning & Administration;
Program Areas A.(i) & M.(i): Alternatives to Detention;
Program Area L.: Positive Youth Development;
Program Area W.: Compliance Monitoring;
Other Allowable Program Area:  Racial & Ethnic Disparities;
Other Allowable Program Area: Native American Tribe Programs;
Other Allowable Program Area: Separation of Juveniles from Adult Inmates; and
Other Allowable Program Area: State Advisory Group (SAG) Allocation.

DJJ will measure progress on each goal and program area by collecting complete and accurate performance measurement data, which will be submitted annually to the Office of Juvenile Justice and Delinquency Prevention. This funding will not be used for research and/or evaluation purposes.
