New York State (NYS) Division of Criminal Justice Services will implement this program to improve service capacity and/or establish new services to address regionally specific challenges of runaway and homeless youth through a collaborative partnership with counties, law enforcement agencies, local not-for profits, and units of local government across the state. NYS Division of Criminal Justice Services will develop a framework on alternatives to arrest policies and practices and build trust among communities and law enforcement agencies. Expected outcomes of the grant include: identifying the unique challenges and unmet needs of runaway youth in target localities; supporting the implementation of programs to address the identified unmet needs of runaway and homeless youth in target localities; identifying and piloting alternative to arrest (diversion) opportunities in target localities; and, piloting trust building frameworks to improve police and community relationships in communities of color.
