The District of Columbia’s (DC )Office of Victim Services will implement this program to expand the DC Department of Human Services (DHS) Parent and Adolescent Support Intensive Case Management’s (PASS ICM) program. Focusing on truancy behaviors, which the District found to be a key risk factor for juvenile justice system involvement, the District seeks to expand the PASS ICM in an effort scale existing programs with a track record of successfully reducing truancy. PASS ICM is a community-based prevention program that works with youth who commit status offending behaviors including truancy, running away, and extreme disobedience. The expanded work of PASS ICM will specifically focus on targeting the District’s largest category of status offending youth, those who are chronically truant from school and at-risk for system involvement. The program will deliver intensive case management, care coordination, family engagement supports, mentoring supports, and tutoring supports to identified youth.
