Growth of Restitution Programs

Virtually all of the programs identified in 1986 showed up again in the 1991 survey. Most of the new programs listed in the Directory came into existence after 1986. Figure 2 shows the dramatic growth of restitution programs. Figure 3, which depicts the number of new programs that have begun each year since 1930, can be used to show how the growth in restitution programming has coincided with Federal activity. During the original restitution initiative years of 1978-1982, 137 new programs were established. Another 55 programs were started in 1983-1984, during the National Restitution Training Project, which sponsored three regional workshops. Beginning in 1985, an additional 170 programs were started. The drop in new programs after 1988 coincides with a large reduction in RESTTA funding and the discontinuation of the RESTTA technical assistance voucher program.
