The Program: The program develops worksites and provides job placements for juvenile offenders ordered to perform community service as part of a restitution agreement.

Typical Case: David, a 16-year-old high school sophomore, was arrested for shoplifting two cassette tapes from a K-Mart store. It was his first offense.

The Juvenile Probation Intake Department entered a complaint of petty theft and referred the case to the Payback Restitution Program. In a hearing before the program director, who also was a court-appointed referee, David was given the option of performing community service and having the case dismissed or paying a fine and receiving a court record. David chose the community service option and was ordered to work 20 hours at an animal protection league facility. The order was completed successfully, and David avoided having a juvenile court record.
